Why did US General Electric build nuclear power plants in Japan that are defective in an earthquake or tsunami?

GE built these nuclear power plants and has operated them from the start. Following see accounts from GE staff on-site:

@Bunnie - GE build these plants right on the coast. I guess they couldn't see the mountains behind.

@Chelfi - Sorry, you failed today's test. You don't know that the tsunami knocked out power to the plants, and that power failure caused the nuclear accident - NOT the earthquake.

Now -- anybody know why GE built defective nuclear power plants on a tsunami coastline?
